Specification of Requirements

Good outsourcing starts with a careful consideration of the operational requirement.  The Specification of Requirements is the foundation of successful procurement.  Understanding what is required both now and in the future is essential in preparing the Invitation to Tender and will be key to the contractual agreement.  Consideration should be given to possible options to address different ways in which the business might evolve.

Developing your Specification of Requirements

In preparing a Specification of Requirements the following should be considered:

  • What is the scope of the activities to be outsourced?
  • What are the timescales for implementation?
  • If the operation is already outsourced should the scope be increased or decreased?
  • Would it be beneficial to structure the operation into a series of ‘packages’?
  • How does current operation compare with our competitors or other industries?  What technical innovations should we be considering?
  • What delivery/order lead times are required?
  • Are there any specific operating days and times required?
  • What services are required?
  • What IT support is required?  What functionality is required?
  • What are the reporting requirements?
  • Are there any administrative procedures that need to be followed?
  • Are there any particular handling requirement?
  • Any particular insurance requirements?

Detailed Data Sets

In order to prepare a bid, contractors will need to be provided with a representative data set.  For warehousing operations this needs to include:

  • Stockholding at product level
  • Product dimensions and storage requirements
  • Orders for a representative period
  • Details of inbound movements

For transport operations this needs to include:

  • Consignment details for a representative period
  • Delivery lead times required
  • Particular handling requirements
  • Temperature requirements.
  • Access restrictions
