The ideal tender management process combines a well structured approach whilst still capturing the ideas and innovation of the contractors. If the process is over structured there is a risk that you drive out any creativity to the point that many contractors will decline to participate but if it is too loose it becomes impossible to compare competing submissions.
The Davies & Robson approach typically commences by summarising the opportunity to determine which contractors that have been identified as potential suppliers would be interested in submitting a bid. Contractors are asked to submit their qualifications.

A comprehensive Invitation to Tender pack is prepared which contains the following:
Contractors are asked to submit their proposals in a required format but, in addition, may adopt an alternative approach if they so wish.
A period of time is set aside to submit questions and, if appropriate, visit the existing operation. Answers to questions unless confidential to a bid are circulated to all tenderers.
From the initial submissions, the objective is to reduce to a short list of two or three with whom more information can be shared and negotiations entered into. At this stage contractors are provided with a draft Agreement upon which they can make their final submission.
